Hi Glaucio Rocha,
As Ant Media, we have no such a tool for the publisher side. But on the player side we continuously measure bandwidth snd notify the player if it is insufficient.

Peer communication may be solved the problem according to the location of peers and server. If peers are closed but server is far away from them, using peer communication may solve.

PS: Free or Paid one-on-one support and consultancy for your streaming project, please book at https://calendly.com/antmedia/
Regards,
Burak Kekec
