NEWB - API Access - Help?

Ok guys, I read through the docs. I adjusted my xml config file to allow access to the API so my app on another port could talk to this app - but still - I must be doing something wrong. I either get a 503 forbidden or a 404. Maybe I just have the base url wrong? Can someone please point me in the right direction. I'm a 20 year programming veteran, so I'm not really a newb, but I'm new to this software and just need a little nudge in the right direction.
