Thank you for the report. It's hardcoded to 1200 kbit but it doesn't affect anything regarded to image quality or latency. But you are right, I created an issue for that: https://github.com/ant-media/Ant-Media-Server/issues/3431

You can disable the slow internet notification. Or you can modify it according to publisher's bitrate. If you know what bitrate is being published, you can set that number as threshold in client side.

Sometimes targetBitrate is fixed at some number

Is it possible to share your ant-media-server.log files with us to check your logs deeply? You can find ant-media-server.log file on /usr/local/antmedia/log folder.
Also please share with us the timestamps and stream ID that you have encountered this issue.
