Hope you are doing well.
Broadcastingxxxx under status shows the Broadcasting speed which reflects the steam quality.

So, if I correctly understand the optimal value to have it here is
1.00x and variations in this value cause the stream to either speed up
or slow down (which, with larger deviations, will probably be
noticeable to viewers)?

​Yes, the ideal value is 1.00x which can depend upon multiple factors like Bandwidth, stream settings and network speed, etc.
